Our Beginning

The Houston Paralegal Association (HPA) was born from a simple but powerful idea: that Houston’s paralegals deserved an organization tailored to their own professional growth. In the late 1990s, a group of forward-thinking, NALA-certified paralegals — Ruth Silva [Conley], Rannie Kelly, Barbara Howell, Sheilah Taylor, Lu Poole, Patti Gunning, and Adele Spivey — began talking about how existing local associations weren’t meeting their needs. What started as casual conversations quickly grew into a shared vision: create a new kind of association focused on affordable continuing legal education and meaningful networking opportunities.

In July 1999, the paralegal group held their very first meeting at Birraporetti’s Restaurant in downtown Houston. The gathering was small, but the energy was undeniable. Backed by sponsorship from Firehouse Records Company, the founding members mapped out what this new organization could become. Just a month later, the momentum grew. At Massas Restaurant — with dinner sponsored by IKON Documents and champagne poured to mark the occasion — bylaws were adopted, and the first officers were officially elected. Those leaders included: Ruth Silva [Conley], President; Rannie Kelly, 1st Vice President (Programs); Sue Smith, 2nd Vice President (Membership); Lenore Millspaugh, Recording Secretary; Sheilah Taylor, Public Relations; Patti Gunning, Parliamentarian; and Lu Poole, Historian. Later, Nancy Turner joined as Treasurer.

Rather than affiliating with a national paralegal organization right away, HPA chose to focus its early years on building strong roots in Houston. By November 1999, the association held its first official board meeting. Alongside refining the bylaws, the new leadership began planning signature initiatives, including a CLE seminar and a holiday charity event; thus, setting the stage for a tradition of professional development and community service that continues to this day.

Since its founding, the Houston Paralegal Association (HPA) has grown into the leading voice for paralegals in the Greater Houston area. In October 2004, HPA made history as the first paralegal association in Houston to affiliate with the National Association of Legal Assistants/Paralegals (NALA). Since then, our members have gone on to serve on numerous NALA committees, and five of our presidents were selected to participate in LEAP, NALA’s leadership training program offered from 2007 to 2014.

Part of HPA’s strength lies in accessibility. We remain committed to keeping membership affordable — in fact, dues have only been raised once in more than 20 years. That commitment ensures every paralegal has access to professional growth, no matter their career stage.

Education and connection are at the heart of what we do. Each month, HPA provides free CLE opportunities, and every spring we host our signature CLE Conference in Galveston. Beyond the classroom, we believe in building relationships. Our calendar is filled with networking opportunities, including four annual themed socials — Go Texan Day, our CLE Conference Social, a Summer Social, and a Holiday Social to wrap up our year of accomplishments. In 2023, we expanded these efforts by introducing monthly networking socials at trendy restaurants and aesthetically pleasing bars across Houston, creating even more chances for members and legal professionals to connect.

Our partnership with NALA continues to be a source of pride. HPA sends representatives to the NALA Conference each year, and our members have held leadership roles on NALA committees and its Executive Board. We’ve also been honored to share our perspective at the NALA Affiliates Annual Meeting in 2018, 2021, and 2023.

Finally, HPA is committed to helping paralegals achieve their certification goals. Each year, we host a CP Exam Study Group and Review Course — open to paralegals across Texas — as part of our mission to elevate the profession through education, leadership, and community.
